Minutes

Meeting was called to order at 2:13 pm CST at Brooks park by President Amanda Aker. Members in attendance include:


First Order of Business Review Minutes of the March 2, 2023 Executive Meeting & Approve

Meeting minutes were reviewed, and no changes were made. Rusty Kraybill made a motion to approve the minutes as they were written. Drew Gagliardi seconded the motion. The meeting minutes for the March 2, 2023 Executive meeting were approved.

Second Order of Business Review Email Approvals

The board discussed the following email request approvals

Third Order of Business Financials and dues report

Rusty Kraybill shared the updated financials report. He also informed the board that all dues have been paid in full for the 2023 year. The floor was opened to the neighbors for questions and answers. Drew Gagliardi made a motion to approve the financials for 2023 so far and Brian Grace seconded the motion. Financials for the first half of 2023 were approved.

Neighbor discussion included the need to pay for picking up dog waste around the neighborhood, questions about the greenspace bids, and a retained earnings investment idea. All neighbors need to be courteous when walking their dogs and clean up after themselves. A Dog waste poles, bags and waste bins are costly to maintain and would cause odor situations in the summer. One of the neighbors suggested investing some of our retained earnings to provide more return on the money in the account. This idea will need to be followed up by the board to figure out what options we have available. The greenspace contract, services covered and maintained by that contract was discussed.

Fourth Order of Business Berm work update

The berm work along the north side of the neighborhood will continue on schedule. The plan is to clear a trench in 5 spots to allow drainage and water to run off toward Burris Road instead of pooling along the neighbors’ fence lines.

Neighbors discussed the drainage issues of the houses between Topaz and Copper Canyon. That area is not public green space so neighbors will need to work with each other to keep the drainage area at the back of their lots clear and draining properly.

Fifth Order of Business Burris road update

The board provided an update of the Burris road paving project. According to the County commissioner Burris road is set to be paved by the end of the summer.

Neighbors discussed the problems with speeding cars and dust coming from Burris road.

Sixth Order of Business Miscellaneous and Neighbor Feedback

Neighbors are encouraged to make sure that only Canyon’s residents are fishing in our ponds. They are encouraged to talk to each other if they see someone fishing that they don’t know.

Renters were discussed and it was confirmed that renters are subject to the covenants like any other resident in the neighborhood.

If there are city code issues, neighbors are encouraged to use the reporting system on Stillwater.org and copy the HOA so that we can follow up.

Bald patches in the greenspace were discussed and the board will reach out to our greenspace maintenance vendor for more information.

Neighbors discussed fireworks with the upcoming holidays. Fireworks are not within the scope of what the HOA can enforce as an HOA cannot be nuisanced. Neighbors are encouraged to call the non-emergency police line to report firework use within city limits.

The possibility of making changes to the covenants was also discussed. We still need a large majority of votes to make changes to the covenants for most of the sections.

The dumpster in the road has been reported by neighbors and the HOA.

The last discussion item was about speed limit in the neighborhood. This is something that will need to be brought up with the City of Stillwater since the roads fall under the City's jurisdiction.

Brian Grace moved to adjourn the meeting and Rick Bailey seconded the motion. The meeting was adjourned at 2:58pm CDT.
